Doctors Without Borders/ Médecins Sans Frontières ( MSF) is inviting proposals from reputable firms to undertake the setting up, administration, and fund management of an employee benefits scheme for NSSF Tier II Management.

Bidders must submit separate technical and financial proposals in English by email to

Bids will be evaluated with the technical score accounting for 75%—requiring a minimum score of 80 points to qualify—and price accounting for 25% to select the most responsive evaluated bidder overall.

Overall Objective: To set up a structured employee benefits scheme that ensures professional administration with value addition by a registered entity, seeking services from a reputable firm to undertake the setting up, administration, and fund management of the scheme.

Submission Rules & Language

Bidders must send responses and related documents by email to
[email protected]by 10th August, 2026 at the latest. -
Proposals submitted beyond the deadline will be rejected and returned to the bidder or discarded.

Bids submitted must remain valid for at least 90 days after submission.

The responses and related documents must be submitted in English.
-
Local companies are not permitted to appear as joint-ventures or associate partners in more than one application.
Selection & Evaluation Process

Bidders shall submit a Technical Proposal and a Financial Proposal separately in clearly marked, separate emails.

Evaluation Weighting:
-
Technical proposal score accounts for 75% of the overall bid rating.
-
Price quoted accounts for 25% of the overall rating.

Minimum Pass Mark: The technical proposal must score a minimum of 80 points (80%) to be eligible for the subsequent opening of financial bids.
-
Total total adjusted price calculated will be converted into Kenya Shilling (Ksh) at the exchange rate of the day for comparison.
Technical Assessment Scoring Criteria (100 Points Total)

Total Portfolio value of the guaranteed fund under management (Kshs):

Above 100 Billion: 20 marks

50 billion - 100 Billion: 10 marks

50 billion and below: 5 marks

Capital Adequacy Ratio as per 2025 Audited accounts:

200% and above: 15 marks
-
150%–200%: 10 marks

100% and 150%: 5 marks

Experience of the firm in relation to the assignment:

15 years and above: 15 marks

10 years – 14 years: 7 marks

9 years and below: 3 marks

Key Technical Staff:

5 key technical staff with over 20 years' experience attached to the account who are members of a recognized professional body: 20 marks

3 key technical staff with 20 years' experience: 15 marks

2 key technical staff with 20 years' experience: 10 marks

Firm Experience Evidence: Evidence of having dealt with 5 firms on similar or related consulting assignments (Reference letters, contracts, or completion letters): 20 marks.

Ten (10) year average rate of return:

10% and above: 10 marks

7%–10%: 8 marks

7% and below: 2 marks

Key Deliverables for Pension Manager
-
Perform functions including keeping members informed, submitting annual reports to the Authority and Trustees, planning education forums, and inviting members to AGMs.

Provide compliance records to RBA and KRA, issue member funds/scheme statements, and maintain member/beneficiary/contribution records.
-
Ensure custody and prudent investment of retirement savings including 100% guarantee of the accumulated value.

Process member pension benefits within 30 days after retirement.
Operational Conditions & Compliance

Contract Signing: Successful tenderer will sign, date, and send back the contract within 30 working days of award notification.

Payment Terms: Payment will be made in local currency within 30 days from receipt of the invoice.

Sustainability & Ethics: Bidder is required to sign the MSF Supplier Code of Conduct and adhere to strict rules concerning labor rights, human rights, anti-corruption, anti-fraud, and environmental protection.
