Main Purpose

The Logistics Coordinator (LogCo) Tech delegated technical logistics to the Deputy Logistics Coordinator Tech (Dep LogCo Tech). The Dep LogCo Tech is responsible for the definition and implementation of all technical logistics procedures and policies (in collaboration with the LogCo) and support to the projects. This implies ensuring the pertinence and coherence of technical logistics activities, using the means provided adequately and in compliance with MSF standards and protocols, in order to optimize the medical impact of the projects leading to an optimal functioning of the mission. The Dep LogCo Tech also replaces the LogCo tech in his/her absence.

Generic Job Accountabilities

  • Translates project and Eprep objectives into technical logistical objectives, priorities and allocate resources in cooperation with the project team and the LogCo
  • Defines and revises the technical logistics strategies, protocols, policies and guidelines of the mission together with the LogCo and technical specialists according to the mission's context and the operational needs, in line with MSF's protocols, policies and guidelines
  • Defines together with the LogCo and the missions flying technicians (Field Support Group, FSG), mission standard hardware and tools
  • Ensures proper planning and coordination of resources in the projects in order to implement MSF OCA's technical logistics related activities
  • Supervises the implementation of MSF OCA's technical logistics related activities in the projects with regards to compliance to MSF standards and protocols, in collaborations with the FSG for Fleet, Biomed, Construction and Power and Electricity
  • Supervises the day to day support to the projects on technical logistics
  • Monitors project plan technical logistics related activities and responds to significant changes and signals this to the LogCo
  • Ensures technical reference and support for all technical logistics issues in the projects Assisting in the budgeting and planning process (ACP/SCP)
  • Manages, coaches and develops his/her direct reports (Fleet, Biomed, Construction and Power and Electricity) in line with human resource policies
  • Supports the projects in analyzing technical logistics data/information and propose corrections or redirection when needed
  • Ensures all staff is properly briefed about use of communication tools
  • Implements Human Resources-policy regarding performance, absence and mobility and ensures that MSF OCA acts as a responsible employer in terms of working conditions and reduction of security and health risks
  • The post holder should display personal commitment and have respect for professional ethics, humanistic ideals, human rights and basic knowledge of humanitarian international law as well as a general attitude characterized by neutrality, impartiality and non-discrimination 

Mission Specific Job Accountabilities

  • Mission Specific Job Accountabilities Identifies (in collaboration with the project), coordinates correct implementation (in collaboration with Mission Technical Referents) and evaluates the following technical logistics processes for the project locations, all in alignment with the policies;

    * on power and electricity needs   
    
    * on construction and maintenance   
    
    * on fleet needs   
    
    * on biomed equipment needs and maintenance   
    
    * on security risks via applied security mitigation   
    
    * on communication needs   
    
  • In cases of emergency will be available as " first responder "for technical logistics Coaches, trains and mentors the technical logisticians in the field and in the Capital

  • Coordination of Field Support Group involved in Biomed, Power Supply, Communications, Construction, Fleet Management, Mechanics, Cold Chain and the other technical disciplines).

  • Overall management of the technical logistics and support of the logistical staff in order to ensure provision of technical logistical support to the field projects and Juba coordination office in South Sudan.

  • Works in close cooperation with Supply team in identifying quality supplies for the technical families.

  • Replaces LogCo Tech if required

Education

Essential degree and specialization in Logistics and MSF Logistics training.

Experience

Essential, working experience of at least two years in relevant jobs and previous humanitarian experience in MSF or other NGOs in developing countries. Desirable previous experience in emergencies.

Languages

Essential mission working language and good command of English.

Knowledge

Essential computer literacy (word, excel, power point and internet)
